The Dutch police are testing whether a chatbot could work as a new reporting channel. By involving citizens more in police work, the hope is that more information will become available to solve cases.

How can we offer citizens a listening ear in a low-threshold manner, channel reports smartly, and deal efficiently with the capacity of agents.
Solution
Easily report nuisance with chatbot Wout
Together with our partner Deloitte, we organized several design sprints to design, test and build solutions to the problem. Ultimately, we succeeded in developing a virtual agent where people could make nuisance reports such as fireworks and noise nuisance or report suspicious situations. In a live test on New Year’s Eve, about 150 people used the chatbot to report fireworks, which allowed the police to tackle the fireworks problem more specifically.
The speed and quality helped enormously in getting proofs of concept to the market asap, in order to be able to validate them amongst customers. Not only did Hemisphere get the job done, but they also made the journey one to remember.
